I like the direction of the setting, if things are going to be grim and industrial it makes me visualize Tails hiding behind some machinery from the patrolling furnaces.
A scenery with red and black alluding to fire while the screen is filled with smoke?

In terms of the design itself I think it is fine, but the glowing eyes may be overdoing it, I say this because both Starved and Starving's colors make them look like they are at all times in the shadows, and I think the visual of only being able to see part of him peeking from the dark, staring with his empty socket like eyes is much better than the glowing eyes.

Some aspects that could be salvaged from Starved...
His personality, as I perceived it, was a very good concept:
He seemed to be intelligent, civilized and even polite in his mannerisms, something that contrasts the cruelty of his actions, a person that seems reasonable if you tried to talk to him, but once you meet him you can see that he is deranged, losing all hope.
Not being as intelligent, since his creations are more crude in design, but you would still be faced against a threat that is much more intelligent than the average person...
Maybe have him lose his composure the hungrier he gets?

In general I think that Starved's setting and therefore Starving's could benefit more from having a much more "grounded in reality" story and setting, by this I mean no chaos emeralds, 4th wall breaks or any "magic" powers, just the main characters attempting to survive in a setting where they are being relentlessly hunted.

Something to keep in note to not forget how the things Starving has done at whatever time in the story will affect psychological state of the characters...
